Angle in equals angle out, but measured against what?
The normal. Once you have the arrow perpendicular to the surface, reflection is one formula that works at any angle. The mistake almost everyone makes is flipping vx or vy depending on which wall got hit. That works on a rectangle and dies the moment a surface is angled.
